Main Purpose of Job

The main purpose of this position is to conduct onsite inspections of providers of ambulatory care programs regulated by the Office of Health Care Quality, to determine their compliance with federal Medicare certification regulations and/or State licensure regulations.  Ambulatory care programs include Home Health Agencies (HHA), Hospice Programs, Residential Service Agencies (RSA), End State Renal Dialysis Centers (ESRD), Ambulatory Surgical Centers (ASC), Surgical Abortion Facilities (SAF), Birthing Centers, Major Medical Equipment Providers, Comprehensive Outpatient Rehabilitation Facilities (CORF), Outpatient Physical Therapy (OPT), Rural Health Clinics, and Portable X-ray providers.  This position teaches familiarity with state licensing/federal certification procedures and the ability to communicate program information to providers and the general public.  This position is an integral part of the mission of the Office of Health Care Quality (OHCQ), which is to protect the health and safety of the citizens of Maryland and to ensure there is public confidence in the health care and community service delivery systems through regulatory, enforcement, and educational activities.  A surveyor in this unit must be able to work independently and have excellent time management skills. Moderate computer skills and strong writing skills are required.  The surveyor must possess good communication skills including the ability to articulate clinical findings in easily understood terms.  This job requires use of your personal vehicle and some overnight stays.  

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: None

Note:

1. Two years of experience as a Registered Nurse may be substituted for the Education requirement.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience is desired in one or more of the following program types:  Home Health Agencies, Hospice Programs, End Stage Renal Dialysis Centers, Ambulatory Surgical Centers, Comprehensive Outpatient Rehabilitation Facilities, or Outpatient Physical Therapy. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.  A copy of your current license or license verification must accompany your application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
