Main Purpose of Job

Protect persons and property from fire and explosions in accordance with the provisions of Public Safety Article 6 of the Maryland Code and the State Fire Prevention Code. The Deputy State Fire Marshal Manager is the second highest position within the Office of the State Fire Marshal. The Manager supervises, coordinates and manages the activities of a law enforcement agency in the field of fire prevention, fire inspection/investigation and explosives control.

POSITION DUTIES

Manages the activities of the Field Operations Division which includes supervising six regions and the Bomb Squad/Canine Unit.  Ensures laws and regulations are implemented in accordance with the Public Safety Article, Title 6 of the Maryland Code and the State Fire Prevention Code.

Oversees various administrative programs for the agency to ensure issues and potential problems are addressed in a expedient manner.  Programs include, but are not limited to, training, information technology, fleet management, and statistical analysis.

Recommends to the State Fire Marshal various personnel transactions and assesses first-step grievances and makes decisions based on the agency’s policy and procedures manual and COMAR.

Serves as agency liaison with various state agencies and maintains alliances with allied agencies, such as law enforcement, fire service, local/state/federal agencies to ensure consistent communication regarding issues of homeland security, natural disasters and public safety.

Coordinates the agency’s workforce with county/municipal fire marshal offices, the FBI and ATF when investigating fires/explosions involving fatalities, large property losses or multiple injuries. 

Assists the State Fire Marshal with legislation and budget preparation to further assist the agency in achieving its mission.

Oversees the development of agency policies and procedures in accordance with Department policies and COMAR to ensure agency-wide compliance.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION - Possession of a Bachelor's degree from an accredited college or university.

EXPERIENCE - Six years of experience in fire prevention, fire investigation, and promotion of fire safety with three of the six years being at the management level.

NOTE - Three of the six years of the required minimum experience must have included managing and supervising the operations, functions and full-time staff of a public safety organization.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates for this position must possess a police officer certification or be eligible for re-certification and/or eligible for comparative compliance training in Maryland.

SPECIAL REQUIREMENTS

1. Employees must meet the selection standards required and successfully complete the training prescribed by the Maryland Police and Correctional Training Commission for a police officer in accordance with the Annotated Code of Maryland, Public Safety Article, Section 6-303 or be eligible for comparative compliance training, approved by the Maryland Police and Correctional Training Commission. Selection standards for police officer training are listed in detail in the Code of Maryland Regulations 12.04.01.04 and include the following:

U.S. Citizenship

Must be at least 21 years of age

A completed background investigation, including a check of criminal history

Oral interview

Physical examination

Possession of a driver's license valid in the State of Maryland.

2. Employees in this classification will be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis, as required by the Maryland Police and Correctional Training Commission.

3. Employees in this classification are subject to call-in and, therefore, will be required to provide the employer with a phone number where they can be reached.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
