Introduction

The Maryland Department of the Environment is accepting applications for the vacancy of Equal Opportunity Officer II.  This position will assist the Director of the Office of Fair Practice in monitoring and evaluating compliance with equal opportunity laws, guidelines and policies to ensure that employment practices and contracting arrangements give equal opportunity without regard to race, religion, color, national origin, sex, age or disability.

Main Purpose of Job

This position assists the Director of Fair Practices in the management of the Department's Equal Employment Opportunity (EEO) and Affirmative Action programs and compliance with other civil rights statutes.

POSITION DUTIES

Duties of the position are as follows:

  • Investigate employment practices or alleged violations of civil rights law;
  • Interpret civil rights laws and equal opportunity regulations for individuals, employees and employers;
  • Investigate discrimination complaints;
  • Interview persons relevant to a complaint;
  • Coordinate, monitor or revise complaint procedures to ensure timely processing and review of complaints;
  • Prepare reports, surveys or other statistical data for the Office of Fair Practices;
  • Develop guidelines for non-discriminatory employment practices and monitor their implementation and impact;
  • Provide EEO information and training to employees on fair practice policies and procedures;
  • Act as an agency liaison for GOMA (Governor's Office of Minority Affairs) and Statewide EEO Office for program compliance;
  • Contact with business community to ensure fair treatment in state procurements and contracts;
  • Meet with job search committees or coordinators to explain the role of the equal opportunity coordinator;
  • Participate in the recruitment and outreach of employees through job fairs, career days or advertising plans.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Three years experience implementing an equal opportunity program in employment or equal access program and ensuring adherence to fair practice standards.

Notes:

1. Additional experience directly related to protected groups in the areas of compliance with civil rights statutes or community and human relations may be substituted on a year-for-year basis for the required education.

2. Thirty graduate credit hours from an accredited college or university in the fields of personnel administration, human resources management, business administration, public administration, statistics, tests and measurements or psychology may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in equal employment opportunity classification or equal employment opportunity specialty codes in the equal employment opportunity field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate be:

  • adept at acquiring information, i.e., collecting statistical data;
  • able to evaluate information to determine compliance with standards and to ensure compliance with EEO laws;
  • able to understand fair employment regulations;
  • able to clearly communicate with persons internal and external to the agency either through formal presentations, in writing, by email or telephone contact;
  • able to accurately document and record information and generate reports;
  • able to resolve conflicts and negotiate professionally with others by handling complaints, settling disputes, resolving grievances and conflicts.
     
    It is also desirable that the selected candidate have experience in activities regarding mediation and recruitment as well as general Human Resource experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.
