Main Purpose of Job

This position primarily functions as the Field Representative for issues relating to the proper procesing and registration of Maryland Vital Records. Conducts trainings and develops training materials for presentation to medical care facilities, funeral homes, and local health department personnel. Servces as a resource for those involved in the vital records registration process. Also provides answers to questions from the general public regarding the operation of Vital Records and the issuance of vital records for the State of Maryland. Prepares correspondence, brochures, posters, and other informational materials regarding vital records. Prepares responses to correspondence and changes requested for death certificates. Prepares correspondence to funeral homes, physicians, and medical facilities regarding problems with death certificates or problems in obtaining information for a death certificate. The Division of Vital Records serves a diverse population. It is imperative to have an incumbent with strong verbal and written communication skills to effectively communicate statutes, procedures and regulations to outside stakeholders. The incumbent will travel to various sites to assure Maryland death certificates are accurate, timely, and complete by Law.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have one year experience working with Code of Maryland Regulations (COMAR), unless you meet the experience requirement using the education substitution.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
