Introduction

The Maryland Lottery Gaming Control Agency (MLGCA) is seeking an Administration Officer II to serve as the supervisor for the Agent Administration Division. This position will be responsible for overseeing the day-to-day operations of the department. This department oversees and directs the licensing of the lottery agents, ADA compliance and maintenance of the tracking of all agents at the MLGCA. This position will be asked to work across multiple departments to ensure the flow of new agents and new locations.

Main Purpose of Job

The main purpose of this position is to manage the Agent Administration Department. This position will oversee the daily activities within this department and report to the Director of Agent Administration. This will include but is not limited to ensuring all policies and regulations set by the State of Maryland and the Maryland Lottery Gaming Control Agency(MLGCA) are upheld and followed by the staff within the department. This position will participate and oversee the process for all applications for new lottery retailers, change of ownerships, change of corporate structures and any changes in new and existing products available through the MLCGA while maintaining the highest level of quality service to both the internal employees of the MLGCA and the agents throughout the state.

POSITION DUTIES

Position Duties:

  • Assigns, reviews, trains and approves the work of 2-3 staff employees within the department on a daily basis.
  • Responsible for ensuring the ADA compliance of agents and initiates and oversees required corrective actions.
  • Oversight of the lottery agent license process to ensure that all applications are processed in a timely manner.
  • Develop and maintain spreadsheets, which will be updated and distributed to the lottery sales force on a weekly basis.
  • Maintain an open and cooperative inter-departmental relationship in order to ensure the goals and objectives of the department are met at all times.
  • Manage Surety Bonds, Irrevocable Letter of Credit, Savings Accounts as Security and Escrow Deposits.
  • Uphold the integrity of the MLGCA and its customer base at all time.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS:

  • Knowledge of NACHA (National Automated Clearing House Association) rules and regulations.
  • Experience with ensuring ADA (Americans with Disabilities Act) compliance pertaining to new and existing businesses and adherence to the Federal Rules and Regulations.
  • Experience working with Surety Bonds, Irrevocable Letter of Credit, Savings Accounts as Security and Escrow Deposits.
  • Working knowledge and experience with Experian Credit Reporting System. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualification supplement, or the rating may be based on your application. Therefore, it is important that you provide complete and accurate information on your application. You must report all experience and education that is related to this position. Approved candidates will be rated as Best Qualified, Better Qualified and Qualified and remain on the eligible list for at least one year.
