The Office of Administrative Hearing (OAH), is currently accepting applications from qualified candidates, to service as a Fiscal Accounts Chief.

Main Purpose of Job
This position functions as the assistant to the Director of Finance. Major responsibilities include: analyzing and verifying all fiscal documents prior to processing to ensure accuracy and compliance with State polices and regulations and internal polices; processing invoices and receiving documents; supervising and coordinating the entry of filing fees along with editing and issuing final reports for distribution; coordinating and ensuring compliance with corporate credit card program; and handling Director of Finance duties in her absence.
POSITION DUTIES

Supervises and coordinates the processing of various filing fees to ensure accuracy of fees entered and monies collected per OAH’s Fee Collection Procedures Reviews and edits fees using the Caseload system and the MVA system. Issues final reports to be sent to various agencies, management, and the appropriate Clerk’s office specialist. Issues reports for the banking deposit, verifies totals, and submits financial coding for daily deposit. Initiates changes in the Fee Collection procedures as deemed necessary

Reviews and verifies accuracy of timesheet adjustments and monitors leave code usage according to State leave rules and regulations in COMAR and State Personnel and Pensions. After interpreting complex State policies and internal policies, decides what action is appropriate. Follows up on any additional information required to reach compliance with the rules and regulations

Trains new employees on using MdTime system, verifies employee expense accounts to ensure compliance with State travel regulations. Interprets and decides whether the expenses also follow the agencies internal policies. Provides clarification/training to employees on both State and internal policies and proper procedures for requesting reimbursement

Processes invoices on FMIS ensuring that the invoices are accurate and in accordance with State regulations as stated in the Accounting Procedures Manual. Coordinates with the purchasing agent on creating, updating, and changing purchases orders as needed. Keeps updated on the program changes on RSTARS and ADPICS to facilitate timely processing of invoices. Recommends changes/updates on internal procedures

Responsible for payroll submission in the absence of the Director of Finance. Prepares, calculates and verifies the payroll in accordance with central Payrolls’ Online Exception Time Report Processing System and Online Positive Time Report Processing System.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Possession of a bachelor's degree from an accredited four-year college or university.
Experience: Two years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to candidates with a degree in Accounting.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
