Main Purpose of Job

The position processes agency Excess Property Declarations (EPD) in coordination with staff of the Inventory Standards and Support Services Division (ISSSD) determining disposal methods as required under Section IV of the Department of General Services Inventory Control Manual. This position assists in the administration of DGS’ Statewide Inventory Management Program. The position also involves technical and administrative work coordinating the disposal of personal property from agencies throughout the state. 

POSITION DUTIES

The position duties include: processing DGS/ISSSD Disposal Orders to include coordinating with State agencies and other entities according to disposition directives listed on the Disposal Orders. Screening excess/surplus property of every type and description for possible re-utilization; evaluating the condition/value and recommending a disposal method in the best interest of the State. Maintaining and updating a database for Missing and Stolen State Property Statewide. Assist agencies with problems relative to inventory control and management. Assist and oversight of agencies declaring large amounts of State personal property excess due to renovation/ remodeling, departmental and warehouse reorganization. Assist State agencies in the removal of large numbers of property items. Maintains several databases, provides assistance to the Program Manager with regard to the Annual Reporting of Fixed Assets and Annual Reporting of Material/ Supplies inventories for all agencies Statewide. Assist Department personnel and other State agencies in obtaining needed excess/surplus property and record as necessary for inventory control purposes.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

SELECTIVE QUALIFICATIONS

One year of the required experience must have involved the disposal of property from a state agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
