Main Purpose of Job

The main purpose of this position is to 1) Manage and provide technical expertise and direction to permittees, engineers, and contractors in the implementation of the NPDES General Permit for Stormwater Associated with Construction Activity. 2) Manage the Compliance Program's Violation/Penalty data system; and 3) Manage all elements of the Program's response to Public Information Act (PIA) requests. In addition, this position supports the Technical Services and Permitting Section in personnel management and fiscal budget planning.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have:

  • One year of experience working with the Public Information Act (PIA) and associated requests thereunder, e.g., reviewing PIA requests to identify responsive documents.
  • One year of experience entering data in a database and tracking activities for permits and approvals OR clients and customers.
  • One year experience being the primary handler of contacts in multi-media (email, phone, written) with regard to a regulated community, public or a group of clients and customers. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

The examination will consist of a rating of your training and experience as they relate to the needs of the position. Candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED AND QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.

This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.

If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

Permanent State employees may also complete necessary experience based on the number of hours worked per week. You must include on your application the time in such activity.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
