Main Purpose of Job

The incumbent in this position functions as the Program Manager of all activities of the Fraud Detection and Determination Unit within the Program Integrity Division of the Office of the Inspector General (OIG) of the Maryland Department of Health and Mental Hygiene (DHMH). The primary activity of the Determination Unit is the detection of billing errors in the Maryland Medicaid systems, including the timely recommendation of recoveries from both providers and recipients. The Determination Unit includes three individual supervisory units of (1) Data Analysis Unit, which includes Medicaid Management Information System (MMIS) data mining efforts and supervision of Surveillance and Utilization Review Subsystem (SURS) unit, including a manager and two programmers (2) OIG Clinical Unit, which includes registered nurses and a pharmacist and (3) Medicaid Claims Investigations Unit which includes two individual units of fraud investigators for both provider fraud and recipient fraud. The incumbent directly oversees the management and general operations of the Unit; developing, revising and implementing policies, protocols, and guidelines for the administration of new or existing Medicaid Programs; monitoring changes in federal and State laws and regulations; making recommendations and supervising the development of Requests for Proposals (RPF) for modifications to existing systems or the procurement and implementation of new systems. The incumbent is responsible for establishing the goals and for overseeing and directing the activities of the Determination Unit, including routinely directing the interpretation and application of Medicaid regulations. Additionally, staff within the Special Projects Unit are involved with programs and projects such as Maryland Children's Health Program (MCHIP), the Department of Human Resource's OIG, the Public Assistance Reporting Information System (PARIS) matches, the Baltimore City Detention Centers (BCDC), and the Maryland Department of Public Safety and Correctional Services (DPSCS).

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
