DHMH- Infectious Disease and Environmental Health Administration, Baltimore, MD.

Main Purpose of Job

This is a professional-level consultation and management position. This position serves statewide as the consultant to local health departments, institutions and other agencies regarding the care of HIV seropositive individuals and management of HIV services funding via contracts, unified grant awards and memoranda of understanding. The position is responsible for federally funded and state-funded health and support service programs and mental health service programs in Baltimore City. This position also coordinates transitional case management projects for incarcerated individuals with HIV/AIDS. This position is responsible for program development, administration, management and monitoring, as well as providing consultation and technical assistance to grantees statewide.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in grants management and program compliance monitoring. The ideal candidate will have knowledge of quality management principles and demonstrate knowledge of the needs of people who are living with HIV/AIDS.
