Main Purpose of Job

This position serves as the Assistant Director of the Office of Emergency Operations.  This position under the direction of the Office of Emergency Operations, Director will assist with the planning, organizing, administration and oversight of emergency response operations statewide as mandated by the State Emergency Operation Plan as well as special projects as required. 

This is an essential position required to travel across the State of Maryland and be on-call 24 hours/7days a week for emergency activation, recovery and special projects per the Director, Secretary for Department of Human Resources or the Governor.

POSITION DUTIES

Serves 24/7/365 on-call for emergency activation, recovery and special projects at the direction of the Director, Secretary or Governor; May be deployed for extended periods to conduct emergency operations throughout the State of Maryland, and in other States; Reviews, edits, and finalizes daily incident reports and drafts summary reports during emergency incidents or disasters for review by the Director before submission to senior leadership; Reviews and responds to inquiries regarding DHR’s external and internal responsibilities before, during and after an event (i.e. update senior leadership within the agency or external to the agency, or from other levels); Reads, reviews, and analyzes reports of emergency incidents and disasters; determines immediate response actions and ensures notification of key emergency personnel on local, state, regional and national levels; creates, edits, and disseminates reports under stressful conditions (e.g. time-sensitive, in non-traditional settings, may be in physically, mentally, or emotionally stressful conditions); In the absence of the OEO Director, attend Cabinet level briefings and exercises, and attend hearings before the Board of Public Works and Maryland General Assembly.   

Attend meetings, seminars, and conferences sponsored by Federal, State, and local partners related to emergency management topics, or meetings that have implications for the Department specifically and/or its broader responsibilities. Serves as lead for project management, task completion and coordination, and preparation for any regular reports  to the Governor’s Office.  Read and respond to draft after-action reports and improvement plans for direct and indirect implications for DHR Supervises the planning and executing of exercises at the State level in accordance with the Federal  Homeland Security Exercise and Evaluation Program (HSEEP) guidelines; Read and analyze Federal reports, plans, legislation, and regulations for broad pertinence to Emergency Support Function (ESF)#6 (at a State or local level), and to DHR within its core competencies as an agency from an emergency management perspective (i.e., continuity, child welfare in disasters, etc.). Review and edit written plans, standard operating procedures and other documents created by Emergency Operations staff.Coordinates with DHR Communications Office and Public Information Officers regarding “steady-state” communications about the roles and duties of the Office, general preparedness activities, and during events, regarding actions of the Department.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Five (5) years experience of the required experience must have involved planning and executing exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) to test emergency and disaster response plans and/or experience with State or local government emergency plan development which includes COOP.

DESIRED OR PREFERRED QUALIFICATIONS

  • Excellent written and oral communication skills.
  • Proficient with Excel, Microsoft Word and Power Point.
  • Ability to prepare and produce presentations materials.
  • Experience creating reports and spreadsheets that accurately presenting complex data with multiple layers.
  • Completion of Homeland Security Exercise and Evaluation Program.
  • Completion of Incident Command Structure core courses (100, 200, 300, 400, 700, 800).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position will be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
