The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for an Administrative Officer I position within the Office of Workforce Information & Performance. The resulting eligible list will be used to fill this position or function only. Persons interested in future positions will need to reapply.

Main Purpose of Job

To provide skilled technical and statistical support to the Quarterly Census Of Employment and Wage (QCEW) Program and to ensure that all QCEW requirements based on our Federal /State Cooperative Agreement are met. This program consist of two (2) parts: one it produces a comprehensive statistical tabulation of employment and wage information for workers covered by the Maryland Unemployment Insurance (UI) law and the employment compensation for federal workers (UCFE) and two, it produces an Annual Refiling Survey which updates the employer data base in regards to mailing address, physical location(s) where employees work and employer’s business activity (ies). The products from the QCEW program provide users with a profile of Maryland’s economy that it is used by both private and public sectors.

POSITION DUTIES

Candidate will use independent judgment, technical training and experience, analyzing, and editing Quarterly Unemployment Reports sent by employers to the Unemployment Insurance (UI) Tax Department

Candidate will explain in detail the economic statistical data in response to BLS edits, questions and any priorities given by BLS Regional Office, National Office and the QCEW Program supervisor.

Candidate will verify reported data, edit and estimate missing data elements.

Candidate will participate in the Annual Refiling Survey (ARS) to obtain the most accurate information from employers operating their business within the State of Maryland.

Candidate will review Annual Rifiling Survey (ARS) forms and update employer’s information as a result of this review.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicant must have six months working knowledge of data collection procedures and information-processing skills, unless you are using the education as a substitute for experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of internet research skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of the information provided on your application.  Therefore, it is essential that the application is filled out completely and accurately, detailing and documenting all relevant education and experience and addressing the specific qualifications shown above.

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application. Information submitted after this date will not be considered. Applications that meet minimum and/or selective qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified for a period of at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
