Main Purpose of Job

The Infectious Disease Bureau (IDB) in the Prevention and Health Promotion Administration (PHPA) has a mission to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. IDB works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards. This position serves as an Administrative Officer I in the Center for HIV Surveillance, Epidemiology, and Evaluation (CHSEE) in the Office of Infectious Disease Epidemiology and Outbreak Response (OIDEOR). CHSEE seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of programs targeting the HIV/AIDS epidemic.This position supports the work of the Center by conducting quality control and assessment activities for the improvement and enhancement of confidential surveillance systems. This position also conducts the evaluation and analysis of quality of care at organizations that provide HIV health services to HIV-infected clients.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in the operations of surveillance systems and knowledge or education in Health Information Management.  The applicant should be able to conduct quality control and assessment activities for the improvement and enhancement of confidential surveillance systems and quality of care of organizations.  These include the formulation, establishment, modification, and implementation of the HIV/AIDS surveillance system's quality assurance program.  This position also conducts the evaluation and analysis of quality of care at organizations that provide HIV health services to HIV-infected clients.  Experience with quality improvement processes and activities are a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
