Introduction

By law, the Department of Juvenile Services (DJS) is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services. 

DJS collaborates with youth, families, schools, community partners, law enforcement, and other public agencies to coordinate services and resources to contribute to safer communities.

LOCATION OF POSITION

These positions are located throughout the State of Maryland. 

Main Purpose of Job

DJS Case Management Specialist I is entry-level work involving case management services to juveniles in a community or residential setting. Employees implement and coordinate the delivery of services and treatment plans for juveniles on informal supervision, probation supervision, aftercare supervision, detained pending trial or disposition or committed to DJS.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor’s degree from an accredited college or university.

Experience: None.

Note:

Candidates may substitute an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates appointed to positions in this classification must obtain certification by the Maryland Correctional Training Commission.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. 

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article of the Maryland Annotated Code, Section 8-209, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A thorough background check, including fingerprinting and drug testing
An oral interview, and Physical and psychological examinations

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Please make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.  You must meet the minimum qualifications to be considered.  All information concerning your qualifications must be submitted by the closing date.  We will not consider information submitted after this date.  You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.

Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply. 

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be uploaded/submitted with your application.  All information concerning your qualifications must be submitted by the closing date.  We will not consider information submitted after this date.

EXAMINATION PROCESS

Applicants may only apply for the exam once every 12 months.  Applicants who meet the minimum qualifications for these classifications will be scheduled and admitted into the examination that consists of a written exam.  The written exam is designed to measure the candidates' knowledge, skills, and abilities as they relate to the duties of these job classifications.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible list for at least one year.

Candidates wishing to continue through the screening process will be required to provide proof of U.S. citizenship or resident alien status; provide proof of high school diploma or G.E.D.; be subject to a comprehensive background investigation; complete an interview and successfully complete physical and psychological examinations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
