Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for an Administrator IV/State Administrator position located in the Baltimore City Central Office.  The resulting eligible list will be used to fill this position or function only. Applicants who have already applied need not re-apply.

Main Purpose of Job

The primary focus of this position is to oversee and manage the Worker Adjustment and Retraining Notification Act (WARN), Workforce Investment Act (WIA) Dislocated Worker Rapid Response, National Emergency Grants (NEG) and Trade Adjustment Assistance Act (TAA), for all twelve Workforce Investment Areas for the Office of Field Operations (OPO).

POSITION DUTIES

This position is intended to ensure that Dislocated Worker Services are provided efficiently, which includes high quality employment transition assistance and related supportive services through the state one-stop network. The job will involve compliance monitoring, technical assistance, policy development and planning, and special project management.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have one year experience developing, managing, and implementing policies and procedures for a Workforce Development Program.

Must have one year experience with providing technical assistance including training, policy development, corrective action planning and following program monitoring as it relates to a grant funded program.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and experience with Trade Adjustment Act and dislocated worker program guidelines is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Units will select those candidates most closely demonstrating the qualifications for interview. Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified for a period of at least one year.
