Main Purpose of Job

This position serves as the Behavioral Health Administration's manager for the Prescription Drug Monitoring Program (PDMP). The PDMP Manager is responsible for managing all aspects of the ongoing operations and enhancement of the PDMP, including developing regulations and legislation; identifying and procuring information technology to support prescription data reporting, hosting and disclosure capabilities; developing program policies and procedures to handle data requests, public inquiries and other functions; working with the program's Advisory Board, other government agencies, non-profits and professional societies to develop educational initiatives on prescription drug abuse and diversion targeted at healthcare providers and regulators, law enforcement and the general public; performing direct outreach to program stakeholders to ensure knowledge of and compliance with legal requirements; and supervising PDMP personnel.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge of the Prescription Drug Monitoring Program (PDMP) and its role in addressing prescription drug misuse, and experience using Health Information Technology.  The preferred candidate should also have experience with the management of complex projects including the development of new policies and procedures, fiscal oversight, and working with a variety of stakeholders.  Excellent written and verbal communication skills are also desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
