Main Purpose of Job

This position will assist in the development, implementation, and evaluation of best practices regarding responsible gambling, problem gambling prevention, and voluntary exclusion. This position will coordinate efforts with the gaming facilities (casino and instant bingo hall) on the implementation and evaluation of their responsible gambling plan and voluntary exclusion program.

This position is responsible for developing and overseeing the Office of Responsible Gambling within the Maryland Lottery and Gaming Control Agency. This position will have day to day oversight of the voluntary exclusion program, training of MLGCA staff, and communication with the gaming facility. This position will also represent the agency at stakeholder meetings and will work to maintain a cohesive message and branding for problem gambling programs in the state of Maryland. This position will also serve as a content area expert for the agency and assist the agency director on national level projects.

POSITION DUTIES

Voluntary Exclusion Program - development and administration of the Maryland Voluntary Exclusion Program for casino and lottery. Including the creation and updating of all Program materials, training of staff, reporting of data, monitoring with court proceedings ( responding  to subpoenas) and all other general duties as required.

Responsible Gaming Plans - assist casino gaming facilities, bingo halls, and VFW's in the development and implementation of strategic plans, policies, programs and practices to address responsible gambling practices and sustainable awareness/prevention efforts. Evaluate and monitor casino gaming facility training efforts related to employee responsible gambling awareness/education.

Regulations - maintain expert knowledge of responsible gambling regulations; assist in the maintenance and development of accurate/up-to-date responsible gambling regulations.

Public Awareness - coordinate and assist in the development, maintenance, and distribution of responsible gambling messaging; including brochures, wallet cards, posters, digital graphics, point-of-sale materials, and web based media.

Alliance Building - serve as staff support for the Maryland Alliance for Responsible Gambling; coordination of quarterly meetings, development and maintenance of all awareness materials (website, brochures), and oversight of resource dissemination to key stakeholders in Maryland.

Content Area Resource - acts as a content area resource to the Director; serves as staff support on national committees chaired by the Director, develop talking points, presentations, surveys, reports and other documents/materials.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Degree in Behavioral Science or similar field of study. Preference is for a Master's degree in a mental health field or public health field.
  • Certified Health Education Specialist (CHES) through the National Commission for Health Education Credentialing, Inc.
  • Extensive knowledge of problem gambling - including treatment and prevention, behavioral health care administration, gambling public policy, and public health principles.
  • At least three years of experience developing and/or managing an addiction program or similar social services activity.
  • Excellent time management, interpersonal, oral and written communication skills.
  • Demonstrated work experience performing duties assigned to position preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
