Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) / Occupational and Professional (O&P) Licensing Boards is accepting applications from qualified candidates for the position of Administrator IV (Executive Director, O&P Licensing-Mechanical Boards). This is a position specific recruitment. The resulting list of eligibles will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The Executive Director of Occupational Licensing provides daily direction for five state occupational licensing boards (Master Electricians, Heating, Ventilation, Air-Conditioning and Refrigeration Contractors; Plumbing, Stationary Engineers and Elevator Safety Review Board), and the staff assigned to those boards. Responsibility for these boards encompasses the licensing and regulation of over 35,000 licensees in nearly two dozen licensing categories, as well as enforcement action against unlicensed practitioners.

POSITION DUTIES

Oversee the daily operation of the activities and related services of the five mechanical  boards.  Provide direction for timely and effective processing of license applications, license denials, and reinstatements to ensure that only persons who meet the legal requirements are licensed. Refer questionable applications to the  Assistant Commissioner, legal counsel, and respective boards for guidance.

Prepare or supervise the preparation of the agendas, minutes, and related materials for the mechanical boards and actively participate in all public and executive meetings.

Conduct and coordinate all work assignments provided by these boards.

Organize and conduct annual educational seminars for the boards as established by their respective laws.

Communicate activities, proposed legislation, regulations, compliance activities and special projects of the boards to Offices of the Commissioner and Secretary.

Manage the handling of complaints and informational telephone calls from consumers, licensees, business persons, and legislative offices for all five boards. 

Monitor and track types of calls and quality of responses, investigative outcomes, precharge reviews, decisions of administrative law judges, final orders, and responses by consumers. Respond to Governor, Secretary, and Commissioner correspondence as assigned.

Ensure responsiveness, accuracy, and conformity with the Freedom of Information Act and Maryland Public Information Act through consultation with staff, boards, counsel, Offices of the Commissioner and Secretary. 

Complete assignments from the Assistant Commissioner of Occupational & Professional Licensing and the Office of the Secretary of Labor, Licensing and Regulation.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

  • One year of experience managing a customer service-oriented government unit.
  • One year of experience developing and evaluating policies, plans and programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
