Introduction

This is a position specific recruitment for the Department of Public Safety and Correctional Services (DPSCS).  The resulting eligible list will be used to fill current and future vacancies within DPSCS.

Office of the Secretary, Office of Grants, Policy and Statistics in Towson Maryland  21286.

Main Purpose of Job

This employee performs data programming and analysis activities related to the information and statistics provided by the Office of Grants, Policy, and Statistics. The employee reports to the Data Manager within the Research and Statistics Unit. This employee is responsible for providing the Department of Public Safety and Correctional Services with staff support in statewide data gathering and analysis for strategic planning, performance evaluation, workload projections, and research for all aspects of departmental operations. This responsibility includes managing existing automated databases as well as developing new sources of valid, statistical support resources. This individual will perform an ongoing review of the software and hardware resources used or potentially available for use by the Department. The employee will have a general knowledge of the data sources and their utility for all criminal justice and correctional agencies within the State of Maryland.

POSITION DUTIES

Acts as a principal programmer and data analyst for the Research and Statistics unit of the Office of Grants, Policy and Statistics.

Develops statistical reports derived from the Department's offender-based correctional information systems.  Interprets and presents data from these statistical information systems to top management and other staff.

Plans, designs and analyzes multiple data bases for the preparation of monthly, quarterly and annual statistical reports that are compiled from data maintained by Department and non-department agencies.

Prepares and interprets data to support the design and development of statistical charts, graphs, written reports, and other presentations for various decision-makers and public interest groups.

Makes recommendations to Unit Chief based on the analysis performed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification to be considered.  Include clear and specific information on your application regarding the qualification.

One year of experience and working knowledge of any statistical software packages such as SPSS, SAS, Oracle.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred, not required:

Working knowledge of one or more statistical software packages such as SPSS, SAS, Oracle

Knowledge and experience with extracting information from relational databases

Experience with statistical analysis methods

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience as presented on your application and as they relate to the requirements of the position.  Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
