Main Purpose of Job

This position oversees the total program management of the State Homeland Security Grant Program, Baltimore-UASI, and the Non-profit Security Grant Program. These grants focus on security and terrorism prevention for State Agencies, non-profits, and particularly local jurisdictions.

The core functions involve writing the Grants packages to FEMA, receiving the approved amounts then awarding them to state and local jurisdictions. Further this position files all required yearly, quarterly, and Statewide reports. This position also has final approval on purchases both State and local for all these grants, requiring an expertise on allowable costs and FEMA guidance. As of this writing the position oversees over $74 million worth of open grants to over 130 sub-granted awards, with over double that to maintain auditable periods.

Due to this position overseeing grants specifically geared towards terrorism prevention and safety, with over 80% required to go to local jurisdictions, this position must work with all Maryland jurisdictions to ensure progress is made towards the newly implemented MEPP, THIRAs required by FEMA, and a holistic multi-year approach to grant funding that requires expertise and monitoring of regional emergency management needs. Further, this position must take the core duties of the Baltimore-UASI grants management, then become an active member in the UASI meetings providing guidance to the involved jurisdictions and representing MEMA both on Meeting financial guidelines and policy priorities. This position will also be lead on all competitive grants ranging from Emergency Medical Services, Statewide Interoperability, and new Active Shooter guidelines.

Ability to monitor assigned grants and assist the entire Grants Division portfolio as needed. A monitor must have solid understanding of the regulations that govern the specific project that he/she oversees, as well as provide technical assistance to the sub-recipients that are seeking answers to questions. Emergency Responder This position will be required to staff the State Emergency Operations Center during activations, a 24/7 emergency personnel role unique to a Grants Manager.

POSITION DUTIES

Grants Program Manager: Oversees total management of SHSGP, Baltimore-UASI, NPSG.  Develops applications to FEMA, files all required reports to FEMA, State, and local jurisdictions.  Assist local jurisdictions manage and execute their portion of the grant.  Approves all purchases in the assigned grants.  Ensure compliance with all Federal, State, FEMA specific guidelines and regulations.

Regional Grants Coordinator: Ensure progress is made towards the newly implemented MEPP, THIRAs required by FEMA, and a holistic multi-year approach to grant funding.  Must be an active member in the UASI meetings providing guidance to the involved jurisdictions and representing MEMA both on Meeting financial guidelines and policy priorities. This position will also be lead on all competitive grants ranging from Emergency Medical Services, Statewide Interoperability, and  new Active Shooter guidelines.  Participate in active workgroups and task forces Statewide.

Program Monitoring: Conduct site visits, collect and analyze performance measures and progress reports, update the grants management system so that all necessary information is being acted upon, provide technical assistance to sub-recipients to ensure compliance with all general and special conditions of their grant(s).  Perform special projects as needed such as data collection, audit assistance, work on other grants.  Must report to duty when called for activations that are 24/7 in nature.  This occurs during emergencies including weather events that have varied durations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

At least one year of experience in Accounting or Grants Management.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Maryland Emergency Management Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
