This is a promotional recruitment for the Maryland Department of Disabilities (MDOD) and is limited to current MDOD staff. Applicants must meet the minimum qualifications for this position. Main Purpose of Job

This position assists in the administration and implementation of housing programs implemented under the MD Affordable Housing Partnership (MPAH) including but not limited to PRA Sec. 811 Program, the Weinberg Foundation Affordable Housing Initiative, and the MFP Bridge Subsidy Program.

POSITION DUTIES

Essential Duties of the Position (not all-inclusive)

  • Administers the Social Serve Online Referral system for MDOD and MPAH Housing Programs;
  • Serves as the key point of contact for the referral system, provides technical assistance and customer services to applicants transitioning from institutions to independent housing, supports planners, developers, property managers and other participants of MPAH Housing Programs utilizing the Social Serve online referral and registry system;
  • Oversees the referral of eligible applicants Property Management Agents participating in the MPAH Housing Programs in a manner that maximizes efficiency and provides excellent customer service;
  • Monitors contracts for regional service contracts related to the administration of MPAH Housing Programs;
  • Monitor and track the MPAH program budget;
  • Develops and implements outreach strategies to ensure that Housing Program waiting lists have an adequate amount of qualified referrals for available units;
  • Complies data and runs reports related to the MPAH Housing Programs as needed;
  • Helps develop and maintain content on MDOD's Housing Programs site page;
  • Utilizes social media for the purpose of conducting program outreach; and
  • Attend meetings, conferences etc. for the purpose of creating partnerships within the affordable housing system that lead to the production of units for the priority population.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working in the area of Medicaid funded long-term care and supports.
  • Experience with contract management, contract compliance, and/or the provision of the training and/or technical assistance.
  • Extensive knowledge of Maryland's long-term care system including the Community Options Waiver, community First Choice and Medical Assistance Program;
  • Extensive knowledge of Maryland's community living options for non-elderly adults with disabilities (aged 18-64);
  • Working knowledge of the MPAH Social Serve Unit Registry and Application Referral System; and
  • Experience working with individuals in need of long-term community support and their supports planners to facilitate the transition from institutionalization to independent housing.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
