Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for an Administrator II position within Office of Fiscal Administration (OFA) for the Division of Workforce Development and Adult Learning (DWDAL). This is a 40 hour work week position. The resulting eligible list will be used to fill this position or function only. Persons interested in future positions will need to reapply.

Main Purpose of Job

This position is in the Office of Fiscal Administration which oversees the effective and efficient functioning of budget and fiscal functions for all programs of the Division of Workforce Development and Adult Learning. Types of programs include Wagner-Peyser, Workforce Investment Act, Trade Assistance Act (TAA), and Adult and Correctional Education programs. This unit also oversees the preparation and distribution of workforce development and adult education grants to our various local partners. The individual in this position is responsible for managing the fiscal and budget aspects of his/her assigned programs and regular communication with program directors to ensure proper and timely spending of state and federal funds.

POSITION DUTIES

Duties for this position will include but not limited to:

  • Providing fiscal technical assistance and guidance to grantees, MOU partners, and DWDAL program staff
  • Preparing, processing, and tracking funding documents
  • Preparing and analyzing budgets
  • Tracking budget/grant utilizations and expenditures
  • Closing out State fiscal years, MOUs and Grants
  • Managing contracts, payments and revenues
  • Supporting auditors and monitors in auditing and monitoring functions

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have at least one year of accounting or grant fiscal management experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Accounting
  • One year experience working with federal programs or grants in a government or nonprofit setting
  • Knowledge and experience working with “Workforce Investment Act” Program, “Wagner Peyser” Program, or “WIA Title II”
  • Proficient in Microsoft Word and PowerPoint
  • Advanced use of Microsoft Excel
  • Ability to work efficiently and accurately with numbers

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of the information provided on your application.  Therefore, it is essential that the application is filled out completely and accurately, detailing and documenting all relevant education and experience and addressing the specific qualifications shown above.

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application. Information submitted after this date will not be considered. Applications that meet minimum and/or selective qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified for a period of at least one year. 

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
