Main Purpose of Job

This position administers the Regulatory and Compliance section of the Nutrient Management Program.

Develops technical guidance and policies for certified consultants and operators on nutrient management plan development to ensure compliance with the State's nutrient management regulations. Supervises Nutrient Management Specialists who review plan implementations by farmers, inspect the nutrient management plans written by certified consultants and assess records of nutrient applicators as mandated by Nutrient Management Regulations COMAR 15.20.04.

Coordinates development of regulations, guidelines and policies addressing animal feeding operations, and the application of biosolids on agricultural land with the Maryland Department of the Environment, the University of MD and other stakeholders.

POSITION DUTIES

• Supervises statewide activities of Nutrient Management Specialists located in regional offices.  This supervision may include field work to observe and assist Specialists or respond to requests from Soil Conservation Districts or others for determination of compliance with Nutrient Management regulations.  Works with the Specialists when enforcement is needed and coordinates the effort.  Determines inspection goals, approves schedules, time sheets, leave requests.  Evaluates job performance and identifies training needs.
• Assists with updating the Annual Implementation Report (AIR) and development of completion guidelines for AIR submissions.
• Oversees the maintenance of an accurate database system, using ORACLE or equivalent database, and MS Access/ODBC, to track agricultural inspections and enforcement and produce reports.
• Reviews and approves nutrient management plans submitted for Maryland Agricultural Cost Share (MACS) Programs, as well as plans submitted for MDE sewage sludge permits.  Assists the MD Agricultural Land Preservation Foundation (MALPF) and Horse Industry Office with compliance requirements.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

At least two years of experience writing/evaluating nutrient management plans, writing/evaluating best management practices, or writing/evaluating agricultural water quality improvement recommendations.

DESIRED OR PREFERRED QUALIFICATIONS

• Bachelor's Degree in Agriculture or Natural Resources.
• One year of supervisory experience.
• Nutrient Management Certification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
