The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for the position of Administrator II - Leasing Manager within the Office of General Services. This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

This position will serve as DLLR's Leasing Manager for more than 40 locations and will coordinate all activities required to secure or renew leased space for the agency, including monitoring compliance with State leasing standards. This position also requires participation with the Maryland Emergency Management Agency as a representative of DLLR and is considered essential personnel for weather-related or emergency events.

POSITION DUTIES

The duties of this position are:

1. Direct, manage and oversee all departmental leases for DLLR office space located throughout the State.

2. Serve as liaison with the Maryland Department of General Services, landlords, and field staff to ensure that new or renewable leases are negotiated at a cost effective rate; review necessary lease documents associated with new or renewable leases.

3. Serve as a member of the Maryland Emergency Management Agency (MEMA) and perform all responsibilities associated with MEMA activities, including participation in emergency weather-related events, COOP preparation, training and leadership exercises.  This position is considered emergency essential personnel.

4. Respond to complaints or safety issues from tenants and work to resolve such issues with landlords and the Lease Compliance Office of the Department of General Services.

5. Coordinate all departmental moves, identify future needs for the agency and file appropriate documentation to ensure the availability of space.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least two years of experience in identifying usable lease space for large departments and/or agencies and developed lease documents.  Experience with Emergency Management procedures is highly preferred.  This experience must be detailed on your application to receive credit.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved. Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
