Main Purpose of Job

The main purpose of this position is to provide accounting expertise and administrative assistance and supervision to the Fiscal Services Chief in planning, directing and supervising the Fiscal Services Department which includes budgetary, purchasing, auditing, payroll and all other related fiscal functions and responsibilities being performed at Spring Grove Hospital Center in providing quality care and services to its patients and employees. This position works at the full performance level of an accountant, provides direct supervision to four (4) supervisory staff and indirect supervision to six (6) clerks while receiving general supervision from the CFO. This is an emergency essential employee.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must possess one year of experience with processing financial transactions in the FMIS and CICS systems and one year of experience supervising staff involved in processing FMIS and CICS transactions.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a bachelor's degree in accounting is preferred, as this position functions as the Assistant to the CFO and in the absence of the CFO, has full financial responsibility for all Fiscal and Procurement duties.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
