Main Purpose of Job

The Special Assistant to the Executive Director of the Maryland Health Benefit Exchange is responsible for directly assisting the Executive Director and Exchange executive leadership in key analytic, strategic, operational, and administrative activities for the Exchange and the Exchange Board of Trustees.

POSITION DUTIES

The special assistant will supervise the final states of various reports before printing and release.  Provide administrative and legislative assistance to the Executive Director and Director of Policy by organizing, coordinating, and tracking legislative activities.  Supports Executive Director and executive team in development of presentations, meeting documents as well as support the day to day management of the calendar, schedule meetings, setting priorities and speaking engagements for both the Board Chairman and the Executive Director. 

Organize public engagements and functions as the liaison between officials in Federal and State Government,  professionals in private industry and a diverse group of stakeholders. 

Consults with senior staff members to resolve problems relative to assimilating information necessary to support the Executive Director's decisions on key issues.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

* 3-5 years direct experience in health care policy with a concentration in medicaid or commercial health   insurance programs
* Experience with the State legislative process
* Experience with monitoring grants
* Skill in the interpretation of policies and State and Federal Statutes and regulations
* Skill in using spreadsheet and word software
* Skill in scheduling and managing multiple tasks
* Ability to manage projects and services, monitor performance, and implement
  improvements
* Ability to communicate effectively both orally and in writing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
