Main Purpose of Job

The primary purpose of this position is to design and conduct health services research studies in support of policy analysis and to develop materials for public reporting under the guidance of the Chief of Cost and Quality Analysis. The Division uses a variety of data sources to inform policy analysis, including insurance claims and enrollment data, federal survey data on health care utilization and insurance coverage (MEPS, CPS), federal claims data (HCUP), and health workforce surveys. Major responsibilities of the position include: designing protocols for data analysis, planning and conducting analysis file creation and data analyses; selecting and performing statistical analyses; preparing written and graphic interpretations of analytical findings; and assisting in the development and review of analytical reports. The position requires: strong quantitative data analysis skills, including knowledge of descriptive and inferential statistics and regression modeling; familiarity with health claim data and its use in cost and utilization analyses; an understanding of the market for health care and the trends in utilization, payment, and insurance practices; the ability to communicate effectively both orally and in writing, especially with regard to analytical study design and the interpretation of analytical findings; and experience presenting statistical information to non-technical audiences.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The applicant must have expertise in at least one database, business intelligence, or statistical software, and must be willing learn other software.  Excellent oral and written communication skills are required.  Experience conducting research on large health care databases is preferred.  The applicant must have familiarity with the Affordable Care Act and the potential uses of All Payer Claims Databases.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
