Main Purpose of Job

The Maryland Health Care Commission (Commission) is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost and quality of health care services to policymakers, purchasers, providers and the public. The Commission is seeking to fill a Health Policy Analyst Advanced (HPA-A) position within its Center for Health Information Technology and Innovative Care Delivery (Center). The Center is responsible for advancing the Commission's health information technology (health IT) and innovative care delivery initiatives through a collaborative approach with the health care community. The Center is responsible for planning, implementing and harmonizing statewide health information exchange efforts; identifying challenges and formulating solution and best practices for the diffusion of health IT; and coordinating program that promote practice transformation and innovative care delivery models.

The HPA-A provide a wide range of duties in the development and implementation of policies, programs and activities in support of the Center goals.  Key responsibilities for the position include:

  • preparing, editing and modifying Center documents, such as policy/legislative reports, procedure guides/manuals, presentations, and briefs;
  • Assisting with research, development and completion of multiple special projects, in a timely manner, in support of requires from regulatory agency, contracted agencies, or other external organizations; including timeline development and maintenance, and coordinating activities;
  • Completing projects in a timely manner, including timeline development and maintenance, and coordinating activities and data collection
  • Serving as staff to workgroups facilitated by the Center;
  • Reviewing policy reports, federal and state laws, industry publications, and other related information to stay current on health IT activities nationally; and
  • Participating in health care relate events throughout the State and making presentation to stakeholders.

POSITION DUTIES

Additional responsibilities of the HPA-A in Project Management include:

  • Managing regulatory programs and monitoring regulatory compliance;
  • Assisting with development of procurement requests, evaluating proposals, and contract monitoring, ensuring compliance with the terms of contract and assesses the quality and timeliness of deliverables; and
  • Assisting in the development of policies and draft regulations in coordination with stakeholders.

Additional responsibilities of the HPA-A in Data Management include:

  • Creating and maintaining large databases and reporting tools for monitoring, tracking and trending of quality initiatives, health IT certification efforts, and regulatory mandates;
  • Analyzing qualitative and quantitative data to determine trends and opportunities to inform Center program and goals; and
  • Developing charts, graphs, maps and other visual representation of data findings.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Both positions require the applicant to have a strong interest in analysis and policy with its application in health IT.   Ideal candidates must have the following skills, knowledge and abilities:

  • The ability to work with moderate supervision, both independently and as a member of a multidisciplinatry team in a fast-paced environment;
  • Excellent writing capabilities and the ability to present complex information concisely to a variety of audiences with attention to detail and accuracy;
  • Demonstrated ability to meet established deadlines and work in a deadline driven Center;
  • Ability to maintain attendance to support required quality and quantity of work
  • Excellent verbal and written communication skills;
  • Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers; and,
  • Proficient with Microsoft Office and have advance knowledge of Excel and Access.

Ideal candidates for the HPA-A in Project Management must also have the following skills, knowledge, and abilities: 

  • Ability to quickly assimilated knowledge of processes and systems to develop and deliver recommendations for consideration by senior management;
  • Demonstrated ability to facilitate meetings and/or workshops with diverse community audiences using popular education and participatory decision-making techniques; and
  • Familiarity with health care policy, particularly as it relates to health IT.

Ideal candidates for the HPA-S in Data Management must also have the following skills, knowledge and abilities:

  • Ability to manage various sources of information and large data sets, including strong analytical skills, familiarity with complex dataset, and the ability to collect, organize and disseminate significant amounts of information with attention to detail and accuracy;
  • Experience in data management, including data preparation techniques, filtering data, reviewing programs to locate and correct code problems, interpreting data and identifying, analyzing and interpreting trends or patterns in complex data sets;
  • Three plus years of dedicated SAS programming experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
