Main Purpose of Job

The Maryland Health Benefit Exchange is seeking a health policy analyst to join our policy team. The health policy analyst will work with the Director of Policy and Government Affairs and the Manager of Eligibility, among other MHBE policy and operational staff, to provide research and operational support for implementation of the Affordable Care Act in a State Based Exchange. The position will deal with a broad range of substantive issues and Exchange groups, including consumer eligibility and enrollment, consumer eligibility appeals, consumer assistance workers, and federal reporting requirements. The position will be required to monitor and provide analytic support on federal and state ACA-related laws, regulations and related guidance. The position will support the on-going development of MHBE policies regarding eligibility and enrollment and creation of consumer educational materials. The health policy analyst may also respond to inquiries from government officials and consumers about eligibility regulations and prepare materials for community speaking engagements related to the ACA and MHBE.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
