Salary:  $35,840 - $46,140 w/progression to $56,674 (Level I)/$40,547 - $52,383 w/progression to $64,536 (Level II)/$43,153 - $55,881 w/progression to $68,887 (Level III).  State Salary Guidelines apply to State Employees.

Main Purpose of Job

A Natural Resources Planner is the entry (I), intermediate (II) or full performance (III) levels of work in the field of local, regional, State and intergovernmental natural resources planning and applied environmental science. Employees in these classes are responsible for some phase of a planning project requiring the review and interpretation of data involving land use patterns, physical, chemical and biological systems, fish and wildlife biology, forestry, hydrography/hydrology, ecology, limnology, environmental science, parks and recreation use. Employees may assist in the compilation and review of data (Level I), be assigned independent research or planning tasks of moderate complexity (Level II) or total responsibility for a phase of a specific project (Level III). Employees in this class have increasing contact with local, regional, State and federal planning agencies, consultants, civic groups, and other planners and professionals and technicians in related fields. Employees do not supervise.

POSITION DUTIES

The following duties are examples of assignments by the incumbent in this classification.  It is not a total list of duties, nor is it restrictive regarding job assignments. 

  • Obtains, compiles and analyzes data, or assists in obtaining data used in planning for the protection and optimal utilization of the natural resources of the State, encompassing the fields of fish and wildlife biology, forestry, hydrography/hydrology, ecology, limnology, environmental science, parks and recreation use and land use management;
  • Prepares, or assists in the preparation of reports, manuals and other documents for distribution to interested individuals and agencies concerned with planning and the utilization of natural resources;
  • Confers with appropriate technical and field personnel for the purpose of conveying the need for obtaining specific information and data necessary for the development of natural resources plans;
  • May assist in arranging and conducting meetings for the purpose of formulating and implementing plans, or to advise local, regional, or State agencies or advisory boards concerned with natural resources or various aspects of planning;
  • May assist in the supervision, training and guidance of subordinate professional planners or other assigned personnel;

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None (Level I), One year (Level II),  Three years (Level III) of expereince in Natural Resources Planning or applied environmental science 

Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

 

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
