Introduction

THIS IS A POSITION-SPECIFIC RECRUITMENT FOR THE DEPARTMENT OF HUMAN RESOURCES OFFICE OF EMERGENCY OPERATIONS.  THIS POSITION IS LIMITED TO CURRENT DEPARTMENT OF HUMAN RESOURCES OFFICE OF EMERGENCY OPERATIONS STAFF ONLY.

Main Purpose of Job

This position serves as the Finance Officer for the Department of Human Resources, Office of Emergency Operations and is responsible for coordinating programs and projects related to financial matters, annual budget and expenditures.

Position Duties: Monitors and approves expenditures by analyzing unit priorities and constraints; ensures expenditures are commensurate with appropriation for the fiscal year; analyzes current and past data to prepare accurate budget for each fiscal year; coordinates financial matters for OEO; supports the Director of OEO by assembling, compiling and summarizing financial data into a concise form, and preparing financial reports; interprets financial policies related to OEO; develops financial tracking and reporting system for distribution; prepares Invitations for Bids and request for Proposals including related materials for contracts; enters, updates, verifies and retrieves data using computer database or spreadsheet software; performs reconciliation of corporate purchasing card and grant expenditures; and conducts emergency preparedness, shelter management and disaster behavioral mental health training as needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED/DESIRED QUALIFICATIONS:  Willingness to travel throughout the State of Maryland with overnight stays; work conditions: involves exposures to uncomfortable or unpleasant surroundings, hazardous conditions and physical demands such as lifting 50 pounds or more.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
