DHMH- Cecil County Health Department, Elkton, MD.

Main Purpose of Job

The main purpose of this position is to manage the emergency preparedness activities of the Health Department including those related to bioterrorism preparedness. This position is responsible for planning, developing, coordinating, implementing, directing and evaluating the Health Department's emergency response plan. This position supervises the staff in the Office of Epidemiology and Emergency Preparedness.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing and promoting health education projects.

Notes: 1. Possession of a Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and three years of experience planning, developing, implementing and promoting health education projects may be substituted for the required education and experience.

2. A Master’s degree in Public Health, Community Health Education, or Health Science may be substituted for the required education and one year of the required experience.

3. A Doctorate in Public Health, Community Health Education, Health Science or Public Health Policy may be substituted for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred applicant has experience planning emergency preparedness exercises and disaster response. Federal Emergency Management Agency (FEMA) independent study certification is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
