Main Purpose of Job

This position provides technical assistance to the Local Departments of Social Services on COMAR regulations relating to Resource Homes, Education, and Health Services for Children in out-of-home services. The incumbent in this position is responsible for the supervision of three staff members. This position works with the Department of Human Resources (DHR) Office of the Attorney General on the development of new regulations; makes necessary changes to current regulations relating to resource homes, education and health services for children in out-of-home placement.  This position prepares the budget and monitors the use of recruitment and retention funds allocated to the local departments, the grant to the Maryland Resource Parent Association, and Memorandum of Understanding between DHR and the Maryland Fire Marshall.  Incumbent tracks DHR's educational expenditures, Education Training Voucher (ETV) and the Maryland State Tuition Waiver for Foster Care Recipients. This position is also responsible for the development of new policy directives. Incumbent provides guidance to policy analysts on the development of policies relating to resources; identifies training needs for resource parents and local department staff including PRIDE in-service training and SAFE home study for resource homes.  Incumbent oversees the federal educational and health requirements of the Fostering Connections Act and the Affordable Care Act (Health Care Reform); and works with the Annie E. Casey Program on education services for children in out-of-home care.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.

Note: These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
