The Department of Agriculture is recruiting for an Administrative Specialist III; located within Marketing Animal Industries and Consumer Services Department. THIS RECRUITMENT IS OPEN TO STATE OF MARYLAND EMPLOYEES ONLY.

Main Purpose of Job

Assist the Program Manager, Administrative Office and Administrator of the Food Quality Assurance Program with the overall administration and supervision of seven subprograms to provide for the orderly marketing of agricultural commodities, public health and consumer protection. Obtain, analyze and interpret data to prepare reports that include staffing patterns, costs for provision of multiple fee for service activities, implementation of program policies and procedures, USDA cooperative agreement reports, and collection of fees. Review financial and insurance documentation submitted by license applicants for compliance.

POSITION DUTIES

Obtain data and prepares FQAP statistical and staffing pattern reports required for State Stats, documenting sub program activity hours for cross trained staff, managing for results, annual reports, fees collected and costs to provide activities. Review timesheets submitted by field staff for accuracy prior to signature by a program supervisor; compare timesheets, staffing schedule and charge sheets for previous service provided to verify accuracy prior to preparing billing documents to industry. The incumbent will obtain and prepare reports submitted to United States Department of Agriculture (USDA) of services provided by Maryland Department of Agriculture (MDA) to the poultry, egg, fruit, vegetable and grain industry and related administrative fees paid to the USDA and MDA claims for reimbursement from USDA as required by MDA's cooperative agreements with USDA to provide poultry and egg grading services, fruit and vegetable grading services, designation to grade grain, meat grading services and USDA compliance audits.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Extensive knowledge of Excel including formulas required to develop and maintain complicated statistical tracking

Knowledge of State of Maryland billing, expenditure coding and revenue collection procedures

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this position.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.  Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and placed on the employment (eligible) list for at least one year.
