Main Purpose of Job

This position provides professional social work services to individuals who have been found Not Criminally Responsible (NCR) and placed on conditional release by the Maryland Courts, under the supervision of the Department of Health & Mental Hygiene's Developmental Disabilities Administration (DDA); it provides administrative monitoring and direct services to these individuals.  This position relates to both the DDA's and Mental Hygiene Administration's (MHA) missions to monitor the consumer's compliance and to provide for public safety.  This position delivers services that are clinically appropriate and consistent with recognized standards of practice and the statutory requirements.  The goal is to provide guidance and consultation to community providers and consumers and to ensure the judicial system and citizens of Maryland an immediate method for the safe return of those individuals, when necessary, to a DHMH facility.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: Two years experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an,approved Master’s degree in Social Work from an accredited college or university.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have a working knowledge of Maryland's Public Mental Health System and a basic understanding of court proceedings for individuals found NCR/IST (Incompetent to Stand Trial), including the evaluation/treatment process under the auspices of DHMH, MHA, and DDA Administrations. The candidate should be able to multi-task, be well organized, and possess good communication skills. Experience in crisis management and behavioral de-escalation is also highly desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be licensed as a Certified Social Worker or Certified Social Worker, Clinical by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the Department of Health and Mental Hygiene Testing Unit.  A copy of your current license or license verification as a Certified Social Worker or Certified Social Worker, Clinical (LCSW-C) should accompany your application. 

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
