Main Purpose of Job

The main purpose of this position will be responsible for all contracts specifications; contract management; scheduling of maintenance; quality control; facility reporting; and liaison for outside contracts related to Maryland Department of Agriculture. Reviews and approves facility billing for accuracy. Supervises and coordinates all maintenance by contractors and internal staff. Accountable for inventory process and documentation. The incumbent in this position is Essential Personnel and must report to work in emergency situations and inclement weather.

POSITION DUTIES

The position will serve as the Contract manager for all maintenance contracts. Organize, schedule, monitor, inspect, manage and coordinate the technical building maintenance work and installation services rendered by employees assigned to the trades and general services section. Responsible for inspecting completed jobs assignments for adherence to trade standards or contract specifications. The incumbent will be responsible for preparing contractual specifications for construction or overhaul work to be performed by private vendors, firms, or contractors and compares cost of completed jobs with original cost estimates and accountable officer for central services.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Completion of eighth grade.

Experience: Six years experience in building maintenance or building construction trades including five years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others.

DESIRED OR PREFERRED QUALIFICATIONS

"Desired or Preferred"

5 years of experience in contract management and administration of the building.

Experience with writing contracts specifications for the purchasing of commercial equipment and maintenance services

Experience accurately preparing inventory, recycling and energy conservation reports

Experience comparing cost of completed jobs requested with original cost estimates

Experience managing and organizing technical building maintenance work or installation

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in the licensed option must possess and maintain a current Maryland First Grade Stationary Engineer License from the Board of Examining Engineers.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this position.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  This evaluation must be submitted with your application.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.  Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and placed on the employment (eligible) list for at least one year.
