Main Purpose of Job

This recruitment consists of several positions. The main purpose of these positions will be to oversee or assist the Building Manager with all maintenance activities at several buildings located in Baltimore City or Jessup which houses many other State agencies as well as the Governor's Baltimore office. These positions schedule, coordinate and monitor maintenance work rendered by skilled, semi-skilled and unskilled employees assigned to various trades in addition to work performed by building contractors in the performance of general and emergency maintenance tasks and housekeeping services. These positions also assist in maintaining and overseeing HVAC systems, electrical, plumbing, life safety, and related mechanical systems for the purpose of fulfilling the mission of delivering quality comprehensive facilities maintenance and operations services. Applicants must have knowledge of the principles of supervision in maintenance trades and ability to train skilled and unskilled employees in maintenance work. These positions are considered 'essential' and must report to work during regularly scheduled work hours regardless of weather conditions or when directed to do so by the supervisor or designee.

POSITION DUTIES

A Maintenance Chief IV is the supervisory level of building maintenance work. Employees in this classification supervise skilled and semi-skilled building maintenance workers. Employees in this classification receive general supervision from a higher-level Maintenance Chief, Maintenance Supervisor or administrator.

Duties for these positions include but are not limited to:

- Assist Building Manager/Maintenance Supervisor with supervision of maintenance activities by supervising, scheduling, monitoring and evaluating work rendered by skilled, semi-skilled and unskilled employees assigned to various trades;

- Additional point of contact for building emergencies and responsible for contacting maintenance employees or building contractors to provide appropriate emergency service;

- Schedule safety tests and inspections of mechanical systems and equipment in accordance with DGS standards and other local, state and federal regulations and requirements

- Oversee routine preventive maintenance as well as snow and ice removal;

- Perform routine intensive top to bottom building inspections;

- Generate work orders and facilitate appropriate corrective action;

- Communicate regularly with staff on policy issues concerning building security, extraordinary events and building renovation;

- Assist with preparation of specifications for maintenance service contracts as necessary;

- Solicit small procurement quotes for supplies, materials and equipment in accordance with state procurement regulations;

- Develop and revise internal operating procedures to apply to the execution of contracted services and optimum crew performance;

- Meet with tenant facility representatives as necessary to resolve building concerns and issues;

- Supervise/assist in planning and development of long range and seasonal maintenance programs, including development of capital maintenance projects;

- Other duties as required to fulfil the agency's mission and goals.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Completion of eighth grade.

Experience: Five years experience in the maintenance or building construction trades including four years of responsibility for assigning, reviewing and approving the work of others.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the MD Department of General Services (MDGS). Only employees currently working for MDGS can apply. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in the licensed option must possess and maintain a current Maryland First Grade Stationary Engineer License from the Board of Examining Engineers and must list the license number and date on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
