Main Purpose of Job

The main purpose of this position is to function as a Program Analyst in the Family Investment Administration's(FIA), Office of Programs, Bureau of Policy, Research and Training. The incumbent in this position has the responsibility for evaluating, interpreting and implementing Federal and State laws, written regulations, policy and procedures for the management of all FIA programs in Maryland; advises other administrations and local departments on FIA programs, procedures and systems; interprets program policy for other FIA staff, Local Departments of Social Services, other State agencies, other government agencies, individuals or groups and organizations outside of the Department of Human Resources (DHR); serves as a policy expert representing FIA and DHR on internal and external committees, work groups, or community based meetings. The incumbent also interprets, develops, writes and delivers training materials; maintains an expert working knowledge of FIA programs in order to prepare policy and procedural material for creating and updating program manuals including development of forms for implementation and maintenance and participates in various aspects of systems operations, or systems development projects.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience in formal training for a Family Investment Administration Program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
