Introduction

This is a Position Specific Recruitment for the Family Investment Administration, Maryland Office for Refugees and Asylees (MORA).  You must possess two years of experience of quality assurance or monitoring in a human service program and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position provides support to the Director, Maryland Office for Refugees and Asylees (MORA) by completing ongoing and ad hoc tasks relating to aspects of the business specifically conducted by the Department of Human Resources (DHR), Family Investment Administration (FIA). This position requires expert knowledge of Federal and State refugee/asylee program policies and a working knowledge of the budget process, contract management, Temporary Assistance to Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP, also known as the Food Supplement Program or food stamps), Medical Assistance (MA) and other FIA assistance programs.

POSITION DUTIES

Serves as the primary point of contact with vendor staff in the resettlement centers; performs tasks involving written and verbal reporting using both commonly available office software and proprietary information systems; creates and implements contract monitoring schedule; supervises quality assurance, vendor liaison and support staff in resettlement centers through training, assignment and review of work; oversees approval, submission, operational issues including, but not limited to: facilities maintenance, maintenance of space allocation plans, and facilities policies and procedure development; oversees documentation, monitors and resolves all client complaints related to access of DHR Services, Medical Assistance, or vendor services; ensures compliance with departmental policies, directives, and objectives in day-to-day operations and reviews and analyzes operational procedures to increase efficiency.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A bachelor’s degree from an accredited college or university.

Experience:  Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Two years experience in quality assurance or monitoring in a human service program.

DESIRED OR PREFERRED QUALIFICATIONS

Supervisory experience in a human service program; expert knowledge of budget process, contract management, TANF, SNAP, and MA.
