LOCATION OF POSITION

Crownsville, Maryland

In the future, DHCD Headquarters will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

DHCD has an immediate opening for a MD-BRAC Rental Preservation Manager/Loan Underwriter.  The position is located within the Multifamily Housing Unit of the Community Development Administration.  The individual in this position will be responsible primarily for managing the MD-BRAC Preservation Loan Fund, an $8M revolving loan fund funded with a program related investment (PRI) from the John D. and Catherine T. MacArthur Foundation, as well as State and county funds.  The position continues DHCD’s MD-BRAC Rental Preservation Initiative by working with the partner counties to provide outreach, technical assistance and education on affordable rental housing financing and preservation.  The position has advanced proficiency in evaluating applications for financing for multifamily affordable rental housing developments and in developing policy and special projects.  The position must understand and be able to explain all DHCD rental housing financing programs, including The Emergency Shelter and Transitional Housing Grant Program, Partnership Rental Housing Program, MEEHA/Empower, Multifamily Bond Program, Rental Housing Works, HOME loans, FHA Risk Share program, federal Low Income Housing Tax Credit Program and all Rental Housing funds so as to assist borrowers in using the programs.  The position will analyze risk, underwrite and provide technical assistance to borrowers for short-term loans, as well as long term permanent financing.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

MINIMUM QUALIFICATIONS ARE REQUIRED. Please read carefully.

Education: Possession of a Bachelor’s degree from an accredited college or university.

Experience: Three years of experience evaluating the risk involved in granting loans or insurance for multi-family housing or commercial projects.

Note: Additional experience as described above may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least one year of experience financing, underwriting, or developing a project using federal Low Income Housing Tax Credit and DHCD tax-exempt bond financing.
  • Experience managing a revolving loan fund, which may include working for a Community Development Financing Institution or other affordable housing lender.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
