Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT DEPARTMENT OF NATURAL RESOURCES (DNR), OFFICE OF COMMUNICATIONS UNIT/EMPLOYEES ONLY.

This is a position specific recruitment for the Department of Natural Resources, Office of Communications- Annapolis, Maryland location. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Department of Natural Resources Office of Communications is currently accepting applications for two Public Affairs Specialist positions. The selected candidates will ensure that the agency's external messaging is consistent with Administration priorities and DNR's mission and goals.

Both vacancies will be responsible for writing and editing promotional material, including articles, social media, press releases, newsletters and video scripts. Selected Candidates will also be responsible for administrative duties as assigned, including maintaining publication records, processing payments for publication subscriptions and renewals, ordering office supplies and maintaining communications equipment.

One incumbent will oversee the planning, shooting, editing and publishing of videos and will also serve as the outreach coordinator for DNR, planning events/ organizing booths and overseeing stakeholder lists.

The other selected candidate will have a focus on graphic design, overseeing the creation and development of magazines, calendars, posters, brochures, certificates, event displays and other promotional materials for DNR.

Both positions also provide significant services to sister agencies including the Maryland Departments of the Environment, Agriculture, Planning and General Services as well as the Governor and Lt. Governor's offices, for video production, event coordination and collateral production.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study.

Experience: None

Note:

1. Additional experience in public information, public relations, journalism or other related experience in publicity or promotional work may be substituted on a year-for-year basis for the required college education.

 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience and education.

This recruitment is limited to current DNR Office of Communications (OCM) employees only.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
