Main Purpose of Job

Under the general supervision of the Director of the Office of Home Energy Program (OHEP), the Senior Policy Analyst is responsible for coordinating the development of all reporting and planning documents to the Department of Health and Human Services, Maryland Public Service Commission, Maryland General Assembly, and other oversight bodies pertaining to all of the programs administered by the OHEP. The Senior Policy Analyst functions as an expert Policy Analyst and Researcher. As such, the Analyst will often conduct independent research and engage stakeholders in the thorough analysis of proposed policy changes.  Incumbent will provide consultation and assistance.  This position also prepares budget testimony including legislative package, supporting documentation and briefings; responses to questions posed by the Department of Legislative Services; and develops documents for Federal and State plans and reports.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:
1. Applicants may substitute additional professional or technical
experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for up to two years of the required experience.
