THE DEPARTMENT OF HUMAN RESOURCES' FAMILY INVESTMENT ADMINISTRATION IS CURRENTLY RECRUITING FOR TWO PROGRAM ANALYSTS.  The positions are with the Office of Homeless Services and the Office of Special Grants.  The resulting certified eligible list will be used to fill these vacancies.

The positions are with the Office of Homeless Services and the Office of Special Grants.

Main Purpose of Job

Program Analyst-Homeless Services:

This position under the supervision of the Director of Homeless Services and/or Grants Manager, the Program Analyst provides direct programmatic and project support to homeless grant recipients throughout the State for the Office of Homeless Services. The incumbent of this position will be responsible for all stages of grants management.  This position supports grants from initial research and development to selection process.  Duties will involve monitoring and evaluation of performance required including but not limited to programmatic site visits, technical assistance, and gathering and analyzing all documentation.  Incumbent serves as a thought partner for providers so that funds are utilized in the most innovative and effective way.  Incumbent ensures State funded programs are meeting expectations of agreements and the outcomes are in accordance with the mission of the agency.  Incumbent will be required to travel throughout the State of Maryland. 

Program Analyst-Special Grants:

This position under the supervision of the Director of Special Grants will manage the program delivery, planning and evaluation processes for the Maryland Emergency Food Program (MEFP), Statewide Nutrition Assistance Equipment Program (SNAEP), The Emergency Food Assistance Program (TEFAP) and the HIV/AIDS Home Delivered Meals Program. This position also assists with the planning and monitoring of Special Grant-funded Projects within the Department. This position is responsible for all stages of grants management including the development of applications, facilitating the selection process, and monitoring and evaluating program performance and outcome achievement. The incumbent will be responsible for providing technical assistance to the providers and gathering and analyzing all documentation of performance data received on a monthly basis.

POSITION DUTIES

Program Analyst- Homeless Services:

Researches and compiles information as directed by the Director; recommends best practices; reviews completed vendor applications for all grant programs and verifies components; interprets federal regulations and guidelines; manages the administration of grants to ensure the timely and accurate reimbursement of service providers, where applicable; conducts monitoring site visits to ensure fiscal and program compliance and prepare reports; collects monthly report from grant recipients and keeps electronic files and databases up to date; develops protocols and policies regarding areas of data collection, coordination of data fields, funding for local participation, data access, security and confidentiality, data integration and data analysis and reporting and assists in the completion of the annual homelessness report and the Management for Results (MFR) report.  This position also requires travel throughout the State of Maryland. 

 Program Analyst- Special Grants: 

Coordinates the development and implementation of policies and procedures which will include program guidelines, standard operating procedures (SOP), critical program timelines, and performance measures/guidelines to ensure consistency with State and federal policies and other grant related mandates. Facilitates state-level site visits of MEFP, SNAEP, TEFAP  and HIV /Home Delivered Meals Programs, and other grant-funded Special Projects, including grant applications, grant awards, grant monitoring and corrective action processes. Develop and maintain monitoring process of grant recipients of MEFP, SNAEP. TEFAP and HIV /Home Delivered Meals Programs.  Prepare budget estimates for program.  Interprets State regulations and guidelines for service providers, coordinating interaction between stakeholders.  Review and revise, as needed, grant applications before distribution to vendors. Provides training and technical assistance to grantees. Monitors grantee compliance with grant specifications.  Ensures that deliverables are provided in accordance with established timeframe and quality standards. Ensures the Minority Business Enterprise (MBE) requirements for service providers are fulfilled as applicable.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Applicants may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Program Analyst-Homeless Services
One year experience managing grants or conducting site visits for a human services program or direct work experience with a homeless services provider.  
  • A Master's degree in Public Administration, Public Policy or other related field .          
  • Knowledge of data entry into a Homeless Management Information Systems (HMIS) or Housing and Urban Development (HUD) data management system.            
  • Knowledge of how to complete reports in HMIS or HUD systems.            
  • A motor vehicle operator's license valid in the State of Maryland .           
  • Availability to travel statewide.            
  • Ability to drive his/her own vehicle if a State vehicle is unavailable.

Program Analyst-Special Grants

  • One year experience managing grants including the development of applications, facilitating the selection process, monitoring and/or evaluating the program.
  • Knowledge of the following programs Maryland Emergency Food Program (MEFP), Statewide Nutrition Assistance Equipment Program (SNAEP), The Emergency Food Assistance Program (TEFAP) and/or te HIV/AIDS Home Delivered Meals Program.
