Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) / Occupational and Professional (O&P) Licensing Boards  is accepting applications from qualified candidates only for the  position of Office Services Clerk Lead.  This recruitment is open to current permanent and contractual employees of DLLR/Occupational and Professional Licensing Boards only.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to provide direction, oversight and coordination of the overall daily operations of the Consumer Service Center and accurately respond to consumer inquiries and requests for information concerning the licensing status of twenty-one licensing, registration, and certification programs, and complaints filed against licensees and registrants of the regulatory Boards/Commission within the Division of Occupational and Professional Licensing.

POSITION DUTIES

As a Lead clerical worker, duties will include: performing clerical support tasks in answering telphones and providing general information in response to inquiries from licensees, registrants, and the general public; assign and review the work of others; train and instruct employees; assist in the recommendation of formal disciplinary reminders, warnings and reprimands; and determine and resolve procedural problems within the Customer Service Unit. Other duties will include: respond to consumer inquiries by telephone about licensing status and complaint histories in order to accurately interpret complex licensing and complaint records in accordance with the Maryland Public Information Act and provide clerical, data entry services, mail processing and distribution assistance to the Centralized Licensing Unit.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience performing clerical duties.

Notes: 1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education. 

2.Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.  

3.Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
