Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from internal candidates within the Occupational and Professional (O&P) Licensing Boards-current and previous O&P Licensing employees only- for the position of Office Services Clerk.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to process license applications for the issuance of the licenses for 24 regulatory Boards and commissions within the divisions of Occupational and Professional licensing.

The position is also responsible for answering consumer inquiries through the Consumer Service Center by providing accurate information regarding the Board and Commissions, application and complaint status, and related information in a professional, courteous, and timely manner.

POSITION DUTIES

Application Unit

Review original and renewal license applications by monitoring information entered by the bank and the Management Information System to ensure accuracy, completeness and compliance with applicable law and regulations.

 Process original licensing applications to verify applications are complete and correct; conduct computer research for trade name validation and proper registration with SDAT, verify compliance with insurance and other licensing requirements, and verify correct fee for license.

Contact applicants by telephone in order to assist them with incomplete, inaccurate or incorrect license application; respond to inquiries from applicants about the status of their licensing application.

Track and monitor pending applications received by the internet and centralized licensing.

License Fee and Refunds

Process refund request for license denials.

Verify and audit all application and miscellaneous fees submitted by Boards and commissions and the Financial Regulations Division daily in order to ensure that the auditing requirements of the legislative auditors are met. v  Maintain tracking and collections records manually and by computer for all bad checks in order to maintain accurate records of the checks and their replacements.

Track and process manually and on the computer all requests for refunds of application and duplicate fees.

Call Center 

Provide accurate and correct information to consumers about each agency within the Division by telephone and by mail in a timely and professional manner.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

 2.Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.

 3.Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the requires experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the clerical support field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Should a classification require a certain amount of credit hours in a particular field (i.e. fifteen credit hours in computer operation at an accredited college or university), you must submit the transcript for verification. All information concerning the qualifications, including any required documentation (high school diploma, transcript, accredited college and/or university diploma, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered. Failure to submit the required documentation will result in the application being disapproved.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of one year.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of the information provided on your application.  Therefore, it is essential that the application is filled out completely and accurately, detailing and documenting  all relevant education and experience and addressing the specific qualifications shown above. If applicable, a copy of your college transcript must be submitted with your application. Failure to submit your transcript will result in your application being disapproved.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
