Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) / Occupational and Professional (O&P) Licensing Boards  is accepting applications from qualified candidates for the position of Office Processing Clerk II.  This position requires bilingual English/Spanish speaking and writing skills. 

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to accurately respond to consumer inquiries and requests for information about licensing status and complaint records of the licensees of the 25 regulatory programs with the Division of Occupational and Professional  Licensing.

POSITION DUTIES

This position requires the ability to speak and write fluently in English and Spanish.

This position will respond to consumer inquiries by telephone about licensing status and complaint history; provide information to consumers about each agency within the Division; reduce consumer frustation by directing telephone calls to the proper agency and staff members; provide clerical, data entry services, mail processing and distribution assistance to the licensing unt; and other related duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Completion of the eighth grade.

Experience: One year of experience typing correspondence, reports, charts or other documents from rough draft, corrected copy or oral instruction on a keyboard of a personal computer, computer terminal or word processor.

Notes: 1. Candidates may substitute additional experience typing or performing other clerical duties on a year-for-year basis for the required education.  

2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate for six months of the required experience.  

3. Candidates may substitute five courses or six months of clerical training in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette for six months of the required experience.

SELECTIVE QUALIFICATIONS

Must have ability to speak and write fluently in English and Spanish.  Qualified applicants who are invited to the oral interview will be required to demonstrate bilingual ability during the interview process.

SPECIAL REQUIREMENTS

Employees must demonstrate the ability to type accurately at a minimum, speed of forty words per minute. 

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

All information concerning the qualifications, including any required documentation (diploma, transcript, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered. Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. The certified list will be used by DLLR for a period of one year.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
