Main Purpose of Job

The position performs a variety of paraprofessional human resources work assisting in the administration of HR programs in the State Personnel Management System (SPMS). The incumbent learns to perform tasks governing a broad range of general personnel activities according to State procedures, guidelines and instructions set forth by the State Personnel and Pensions Article, COMAR, as well as the Office of Personnel Services and Benefits. The incumbent will also be responsible for Benefits and Retirement coordination.

This position is responsible for assisting HR Professionals in the areas of HR management, to include: Recruitment and Employment services; Classification and Compensation; Test development and validation; and Employee Relations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • It is preferred that the selected candidates have experience in:
  • Recruitment and Employment Services;
  • Employee Relations;
  • Classification and Compensation;
  • Test Development and Validation;
  • Working experience in Workday HR and JobAps systems
  • Strong computer skills, in particular MS Office (Access, Excel, Word, PowerPoint, Google).
  • Or 30 credits in Human Resources/Business Administration

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly services fee to the exclusive representative of the bargaining unit.
