Main Purpose of Job

This position’s primary role is to help achieve MDP’s mission by applying GIS and other analytical tools in a smart growth context by providing technical assistance, program analysis and implementation, and outreach activities.

The position will analyze and support mapping/planning applications and programs as a technical lead for smart growth and land use analysis projects, including producing GIS maps, services and related products; comprehensive plan review and comment; growth and watershed planning analysis; demographic analysis, planning assistance to local governments; and technical assistance to other departmental planning projects. This position supports the maintenance of the Department’s key planning-related GIS data sets and layers. This position develops and gives professional presentations to local governments, state agencies, and other stakeholder groups.

The successful candidate will be able to work collaboratively with a wide variety of individuals and workgroups as well as foster positive working relationships. Candidates must have strong oral and writing skills and a desire to develop creative, progressive approaches for integrating smart growth planning initiatives into State and local processes.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Two years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year of experience in planning for the degree in Planning.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for the required education for the required experience.

 3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year of experience in planning for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for the required education and one year of the required experience.

 6. Applicant may substitute a Ph.D. degree from an accredited college or university in Planning for the required education and experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

• Experience with desktop and on-line Geographic Information Systems, especially ESRI products and software
• Experience or coursework in Quantum GIS (QGIS)
• Experience or coursework in computer programming
• Use of visualization tools for 3D GIS analysis and mapping such as CityEngine, SketchUp, or ArcGlobe

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
