Main Purpose of Job

This position manages budgetary and expenditure monitoring activities, complex fiscal reporting and analyses, fiscal services to include invoice approvals, travel requests, year-end closing activities, and contractual services for the Family Investment Administration (FIA). The incumbent in this position manages the formulation and preparation of the annual operating budget request for the Director's office (administering agency for public assistance programs), Maryland Office of Refugees and Asylees, Office of Home Energy Programs, and other programs to include but not limited to, the Temporary Emergency Food Program, and Maryland Emergency Food Program. The incumbent also coordinates the development, implementation and monitoring of the fiscal portion of FIA contracts and reviews grants and other contractual services agreements and develops annual goals and objectives for the budget unit and formulates recommendations to improve fiscal operating efficiencies.

POSITION DUTIES

Formulates FIA budgets, coordinates and monitors expenditures; prepares and finalizes reports required by the Department, State and/or Federal government and other funding sources; supervises and manages FIA professional staff including development and implementation of performance standards; provides fiscal services in the areas of planning, development, negotiation, implementation and evaluation of contract activities for the Administration, contractors, grantees, and providers; develops methods and procedures for collection and evaluation of statistical data for routine and special reports; participates in State and Federal reviews and assists with formulation of departmental policies or modification of program goals and objectives.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Bachelor’s degree from an accredited college or university.

Experience:  Five years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the administration of rules regulations, policies, procedures, and processes, or coordinating unit operations, related to financial analyst classifications or codes, on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATION:

Knowledge of the Maryland State operating budget processes, fiscal operations and Financial Management Information System (FMIS); proficiency and skill in using computers (Microsoft Word and Excel) and other software related to the formulation and administration of agency budgets.
