Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for the position of AGENCY BUDGET SPECIALIST LEAD.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position, is to assist the Budget Supervisor in the preparation, oversight and reporting of the operating and capital budget for the Department of Labor, Licensing, and Regulation (DLLR). This position will train, assign and review work prepared by Agency Budget Specialist in presenting and executing designated agency budgets for DLLR programs.

These responsibilities also include developing, designing, and implementing analysis of budget and funding data used in the formation of policies and procedures for DLLR in accordance with the State and Federal fund reporting guidelines. This function includes examining and approving expenditures, analyzing and interpreting the records and reports of the State of Maryland's Financial Management Information System (FMIS), and the Federal Accounting and Reporting System (FARS) to determine financial status in accordance with generally accepted principles and incorporating program budgets in the State's Hands On Budget System (HOBO) as required.

POSITION DUTIES

BUDGET: Assists in developing, preparing and submitting assigned programs' budgets using software spreadsheet software (Excel), and the State's Hands On Budget System (HOBO); and other related duties as assigned.

GRANTS MANAGEMENT:  Assists in the developing, preparing and submitting federal program's budget submissions using spreadsheet software, and HOBO; and other related duties as assigned.

ACCOUNTING: Monitors monthly revenue activitiy and prepares financial management reports to correctly report revenues by location and type of activitiy generating the revenues; and other related duties as assigned.

PROCUREMENT:  On a monthly basis, incumbent is responsible for reviewing and researching open encumrances to ensure the necessity and prompt payments of contracts; and other related duties as assigned.

SPECIAL PROJECTS: As assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university.

Experience: Four years of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

A minimum of three (3) years of experience in Maryland State budget preparation and budget projections. This experience must be detailed and documented on your application to receive consideration.

DESIRED OR PREFERRED QUALIFICATIONS

Proficiency in Excel Spreadsheets. This experience must be detailed and documented on your application to receive consideration.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Should a classification require a certain amount of credit hours in a particular field (i.e. 30 credit hours in accounting and three credit hours of auditing), you must submit the transcript for verification. For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application. Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of one year.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
